what's a filibuster?

The City of Waterloo has stewardship of the Laurel Creek watershed as this particular watershed has been almost entirely urbanized. The sources of two creeks -- Clair Creek and Monastery Creek-- are about to be paved over with the approval of three highly-contested subdivisions in North West Waterloo -- unless concerned citizens act now to filibuster and to delay.
